Justin Peterson
Police arrested Justin Peterson and three others outside a home on Hampton Road.
Officials say they used the vehicles navigation system to track, and eventually disable the vehicle.
Peterson is being held under $15,000 bond pending a court appearance Friday on one count of felony tampering.
A woman arrested with Peterson was released. Two others were arrested on outstanding warrants.
